Unified Planning Work Program (UPWP)

The Atlanta Region’s Unified Planning Work Program (UPWP) is developed annually and documents metropolitan transportation planning activities performed with federal, state and local transportation funds in the Atlanta region. The UPWP is developed in cooperation with the State, local governments, and public transportation operators and includes a discussion of planning priorities facing the metropolitan planning area.

The current 2024 UPWP was adopted by the ARC Board on November 8, 2023 and received approval from the USDOT on November 9, 2023.  An amendment to add several newly funded planning initiatives was approved by ARC on May 8, 2024.  A set of administrative modifications was processed in August 2024 to align the UPWP with mid-year ARC budget revisions that reflect actual charges against cost centers through the first half of the year.

A new 2025 UPWP is scheduled for consideration by ARC’s Transportation Coordinating Committee on November 8, 2024, with final approval by the ARC Board scheduled for November 13, 2024.  While a formal comment period was not required by federal law or regulations, a draft version of the document was made available for partner agencies and the general public to review during the month of October 2024.  The file below is the final version to be advanced for approval and reflects changes made as a result of comments received during the review period.
