The Atlanta Regional Commission has partnered with the City of Atlanta and Propel ATL to offer an E-Bike Rebate Program designed to provide affordable transportation options for City of Atlanta residents, particularly moderate and low-income individuals. This initiative aims to break down barriers to e-bike ownership, reduce transportation costs, and replace solo car trips to work, the grocery store, and local parks and recreation centers.
City of Atlanta residents must submit an online application to be eligible to be selected to receive an e-bike rebate. Applications MUST be submitted between Tuesday, September 8, 2026 and Tuesday, September 22, 2026.
The program provides an upfront rebate known as a point-of-sale rebate, which means the rebate amount is deducted from the price of the bike when you buy it at local bike shop. You don’t have to submit a receipt and get reimbursed after the purchase.
Rebates are limited to one per eligible City of Atlanta resident and e-bikes must be purchased at a participating local bike shop.

Point-of-sale rebates are available only to applicants who apply online during the designated application period. E-bikes must be purchased after receiving a rebate; rebates are not retroactive for prior purchases.
NOTE: If you were selected to receive a City of Atlanta e-bike rebate in a previous application round, you are ineligible to receive a rebate in future rounds.
To be eligible for an e-bike rebate, you must be a City of Atlanta resident, be at least 18 years old, and earn a 2025 household income within the household income thresholds displayed below.

NOTE: Household size is defined by the total number of individuals living within a housing unit who are who are related by birth, marriage, or adoption. Proof of income, for each income-earning member of the household, must be provided during the eligibility verification process if selected to receive an income-qualified rebate. If you are claimed as a dependent on another person’s most recent income tax filing, you are considered to be a member of that person’s household regardless of your current living situation.
To qualify for this rebate amount, your household income in 2025 must be less than 60% of the area median income (AMI) for the Atlanta-Sandy Springs-Roswell, GA Metropolitan Statistical Area (MSA).

Applicants selected to receive an E-Bike rebate are required to submit eligibility verification documentation before they are issued a rebate. This documentation includes verification of identity, date of birth, residency, and household income.

If you are unhoused in the City of Atlanta and receiving services from a government agency or non-profit organization, a dated letter on the organization's letterhead stating your situation may be accepted in place of one of the above documents.
E-bike rebates are available only for qualifying e-bikes purchased at a participating bike shop in the City of Atlanta. Participating bike shops can help you determine which e-bikes they sell are eligible for the rebate.
E-bikes eligible for the rebate must meet the following requirements
The State of Georgia defines an electric bicycle as a bicycle or tricycle equipped with fully operable pedals, a seat or saddle for the use of the rider, and an electric motor of less than 750 watts. Electric bikes are categorized into three classes:
Georgia law does not require licensing or registration of electric bikes.
The power output of the motor of an electric bike can't exceed 750 watts.
You need to be older than 15 to ride a Class 3 electric bike.
You must wear a helmet to ride a Class 3 electric bike.
Electric bikes are allowed to ride in the road, but must stay as far right as practical or on a finished shoulder. Electric bikes are allowed on all marked bike paths. Under Georgia law, local ordinances may restrict where electric bikes may be used.
E-bikes that can reach over 20 mph are not allowed on bicycle trails.
No. E-bikes purchased with the rebate are for personal use and not for resale.
No. Rebates are not retroactive to past purchases.
No. The rebate may be applied toward the cost of the e-bike. Any remaining rebate balance may be applied toward the purchase of a helmet or bike lock at the time you redeem your rebate toward the purchase of an e-bike.
No. Only the individual who applied for and is issued a rebate may redeem the rebate at a participating bike shop. This is confirmed through ID verification when a rebate is redeemed.
Rebates expire 60 days from the date they are issued. An expired rebate cannot be used past the date of expiration.
Rebates may be applied toward the purchase of a Class 1, 2, or 3 standard e-bike, e-cargo bike, or e-trike. To be eligible for a rebate, the e-bike must have two or three wheels and fully operable pedals; the electric motor must be 750 watts or less and cannot be gas-powered. E-bike conversion kits and used e-bikes are excluded from the program.
No. To help ensure that residents have a place to get their e-bike serviced and repaired, we require that all participating bike shops have a brick-and-mortar location in the area that performs maintenance on the bikes they sell. You must visit a participating bike shop's brick-and-mortar location to use your rebate.

Participating bike shops must be a brick-and-mortar store located within the City of Atlanta. E-bikes must be sold at the indicated physical location. The bike shop must be capable of providing on-site maintenance and service for e-bikes. Rebates will not be redeemable for any online sales and are not retroactive for past purchases. Participating bike shops are selected through the ARC procurement process.
The City of Atlanta, ARC and Propel ATL initially ran an e-bike rebate program in summer and fall 2024, which contained two application rounds. The program delivered 581 e-bikes to recipients across the City of Atlanta.
The program’s 2024 year-end report showed that 82 percent of rebate funds redeemed were income qualified (80% or less Area Median Income), with 74% of rebate recipients riding their e-bikes at least 2 days per week.
