Carlotta Harrell serves on the ARC Board in her capacity as Chairwoman of Henry County. She is also a member of the Transportation & Air Quality Committee (TAQC) and the Metropolitan North Georgia Water Planning District.

Prior to her election as County Chair, Ms. Harrell served as Chief of Staff for the Henry County Commissioner in District V. She also helped mayors in the Georgia Conference of African American Mayors, as well as other government agencies and nonprofits, find funding for infrastructure and economic development and connections to public and private partners. Prior to her work in community and economic development, she served 20 years in law enforcement.
Ms. Harrell was born in Georgia, the daughter of a pastor and civil rights freedom fighter. She has served on numerous nonprofit boards, including the Greater Piney Grove CDC Board of Directors and the American Women’s Business Association. She served as the state chair of public policy for the National Council of Negro Women (NCNW), and vice chair of the Henry County SPLOST Committee. Chairwoman Harrell currently serves as the state president of the Georgia Federation of Democratic Women (GFDW), co-chair of the Women for Biden in Georgia Campaign, and is on the executive committee for the Georgia Democratic Party (DPG). She is a member and deacon of the Greater Piney Grove Baptist Church, and she and her husband, Kennis have three adult children and five grandchildren.
