The LCI Corridor study area consists of approximately 2.5 miles of roadway, beginning on Highway 138 at the I-675 Interchange, continuing east to its intersection with US 23/42, and continuing southeast along North Henry Boulevard to the intersection of Rock Quarry Road. The goals and proposed
projects were considered carefully with respect to the long-term consequences of the existing pattern of development as well as realistic economic expectations for continued development in the area. The goals for the LCI Study are summarized as follows:
1. Reduce Traffic, Accidents, and Speeds on Highway 138/North Henry Blvd.

2. Provide Non-Motorized Routes/Connections between Destinations (parks, schools, retail,

As part of the congestion reduction component of the LCI project, this study is intended to explore options for implementing an internal circulation system to serve the movement of people between various developments within the activity center. Circulator type transit services are those designed to complement the local bus network
by featuring specialized services to smaller markets. Circulators are most often designed to supplement or substitute for line-haul services, where line-haul routes may be impractical due to street patterns, building access, densities, or operating cost.

Lilburn must direct new development within the Town Center, while preserving its historic core, strong residential community, and reputation for quality development. Lilburn must also connect the historic downtown with the growing surrounding area. The Town Center study area is approximately 312 acres and includes two focus areas: the north focus area and the south focus area. The north focus area is a highway commercial node located at U.S. 29/Lawrenceville Highway and Killian Hill Road. The south focus area includes the historic downtown center of Lilburn. While these are two very diverse areas, they are linked by a strong residential neighborhood and a typical Georgia downtown main street.

It identifies development opportunities currently present either in the form of vacant land or underutilized land, such as surface parking lots. The outcome of these existing conditions
Analysis and subsequent conversations with property owners is summarized in the Framework Plan, which identifies eight key project sites within the overall study area. While each of the eight sites are described in more detail, one site in particular – the redevelopment of the Perimeter Pointe Shopping Center – is identified as a catalytic project. The final section of the report lays out a series of recommendations related to a transit-oriented development strategy.
