This document was created through a community-based process involving residents, property owners, elected officials, and other stakeholders during fall 2007 and winter 2008. The Atlanta Street Corridor study area encompasses all land within approximately ¼- mile of Atlanta Street (State Route 9) from the Chattahoochee River to Norcross Street, including Roswell’s historic heart. The study created the following recommendations: (1) Create a Village Identity, (2) Promote Mixed Use Developments, (3) Create Balanced Transportation Solutions, (4) Design Pedestrian-Friendly Environments, (5) Refocus and Refine Historic Preservation Efforts. Formerly known as the Neon Zone, Midtown Roswell extends along Alpharetta Street from Woodstock Street to Holcomb Bridge Road. The intent of this study is to develop a Midtown Roswell Redevelopment Plan based on a citizen-defined vision for the community. City leaders will utilize this Redevelopment Plan to influence neighborhood stability, outline commercial redevelopment strategies, document street beautification plans, and improve the traffic and pedestrian safety in the corridor. The goal of the LCI program is to encourage planning and investment in existing Activity Centers, integrate land use and transportation planning, and encourage the creation of more sustainable, livable communities consistent with regional development policies. The North Point LCI outlines a development vision for the future of the North Point Activity Center and a series of transportation improvements to sustain and enhance the area as a high-quality place for businesses, employees, shoppers, and residents. The plan outlines Three-character areas to guide future development of the Activity Center: (1) A mid-rise, walkable, mixed-use district along Encore Parkway from North Point Parkway to Westside Parkway; (2) Two higher access, mixed-use commercial centers at the interchanges of Georgia 400 at Mansell and Haynes Bridge Road; and (3) two transitional areas between the core of the Activity Center and surrounding areas. Key Areas are focused on: (1) A medium-scale, regional activity center envisioned as a walkable, office/multi-use center near GA 400 connected by a system of off-road bicycle and pedestrian trails, (2) A local-serving, commercial activity center near Highway 9 and Windward Parkway with an emphasis on enhanced walkability, architectural character and landscaping, (3) an extension of Downtown Alpharetta along Highway 9, providing opportunities for unique office and retail along the corridor, and (4) Two transitional areas that serve to bookend commercial and multi-use activity centers from surrounding single-family neighborhoods.
