John BayalisIntergovernmental Affairs Manager, Atlanta Regional Commission

John Bayalis has nearly 20 years of experience in public affairs management, grassroots mobilization, issue advocacy, lobbying and government relations. John is currently the Intergovernmental Affairs Manager for the Atlanta Regional Commission where he directs the agency’s public policy across state and federal government.

Jessica SimmonsDeputy Chief Information Officer for Broadband & Special Projects, Georgia Technology Authority

Jessica Simmons serves as the Deputy CIO for Broadband and Special Projects at the Georgia Technology Authority (GTA). Prior to joining GTA in July 2021, she served as a Deputy Commissioner at the Georgia Department of Revenue where she oversaw the Legal Affairs and Tax Policy Division, the Department’s law enforcement divisions, and the Department’s communications and legislative programs. She began her career in public service in the Georgia Secretary of State’s Office.

Keri StevensProgram Manager, Community Development Group, ARC

Keri is a Program Manager at the Atlanta Regional Commission focused on Economic Development and manages the Comprehensive Economic Development Strategy for the agency. She has a master’s degree from the Savannah College of Art and Design. Keri has worked in local government and consulting for over 20 years successfully promoting thoughtful planning and implementation.

Amy Stone, AICPBroadband Consultant, Georgia Department of Community Affairs

Amy is a professional working in the field of Planning and Economic Development based in Northeast Georgia. She graduated with a degree in Landscape Architecture from the University of Georgia and has experience in city planning, real estate development and project management in both the public and private sectors.

Becky TaylorDirector of Federal Relations and Research, Georgia Municipal Association

Becky Taylor is the Director of Federal Relations and Research with the Georgia Municipal Association. Prior to coming to GMA over 20 years ago, Becky served as County Planner in a south Georgia county and did consulting work with local governments across the state. Originally from Mississippi, she received her undergraduate degree in Political Science from Mississippi State University and moved to Georgia to get her Graduate Degree in Public Administration at UGA.
