WorkSource Metro Atlanta represents the collective efforts of the five local Workforce Development Boards that provide workforce services in the 10-county metro region.
Board of Regent Provider:
A Board of Regent Provider is a Provider that is governed by the independent governing body that oversees a state’s public Colleges and Universities.
Non-Public Provider:
A Non-Public Provider is a private institution who contracts with a governmental entity to provide services directly to the public. Many Non-Public Providers are considered proprietary schools.
The Atlanta Regional Commission serves Cherokee, Clayton, Douglas, Fayette, Gwinnett, Henry, and Rockdale counties.
Prospective Training Providers looking to add a new program to the ETPL or Existing Training Providers that need to make updates to an existing program can email [email protected].

WorkSource Metro Atlanta will host a quarterly training about the Adult and Dislocated Worker WIOA Process. These trainings will be open to New and Existing Training Provider Staff as well as Community Partners who refer students to WIOA Services. The general outline of these trainings will include an overview of the Adult/Dislocated Worker Process, discuss resources available and answer any questions. Atlanta Regional Commission (ARC) will host two Regional Training Provider Meetings annually. Attendance will be taken and one representative from each Training Provider is required to attend the meetings. All Training Providers are welcome to attend WorkSource Board Meetings. Information regarding upcoming Board Meetings can be found through the links below.
The Regional ITA Work Group reviews and approves Workforce Innovation & Opportunity Act (WIOA) Training Provider Application. This group meets the first Thursday of each quarter and has at least two representatives from each of the five WorkSource Boards.
A Training Provider must complete the Training Provider Application for every program they want to include on the ETPL. More information about the process can be found on the Training Provider Resource webpage.
Training Providers looking to make changes to their training fee will need to visit the Training Provider Resources webpage and complete the Provider Program Change Request Form. Once the form is submitted, the Regional ITA Work Group will review the request for approval.
Any changes or amendments to the training program will require approval from the Regional ITA Work Group. This group meets the first Thursday of each quarter to review applications and changes.
Yes, a Provider Agreement is required with a WorkSource Board in order for a Providers student to receive WIOA Funding. To begin this process, contact the respective WorkSource Board:

The WIOA intake process is student driven. Completion time will vary depending on the student’s ability to complete the different stages of the process (Eligibility and Your WIOA Program). The Roadmap to WIOA Funded Training can be a great resource in understanding the steps of the process.
Until a student has been approved for training and signs a consent form, WorkSource Boards cannot share information about where a student is in the process. Providers are encouraged to speak with the students about their WIOA status. about their WIOA status.
Training Providers are encouraged to reach out to the WorkSource Board contact if there are concerns about a student’s progress through the process.

A part of the research a student is asked to complete during the process includes research on two schools or training programs. Providers can assist students in this process by supporting them in answering the questions.
Providers will also be required to provide a completed Acceptance Form/Fee Schedule and any applicable drug, medical and/or background results required for acceptance.
Once a student is approved to attend for a training program, a Career Advisor will request the Training Provider complete the Acceptance Form/Fee Schedule.

No, the WorkSource Boards will not pay the costs of any student who begins training with a Provider prior to receiving an ITA voucher.
A Career Advisor will send Training Provider the Acceptance Form/Fee Schedule. This form includes all the information needed to confirm the student has been accepted into the program.
It is the responsibility of the Provider to notify the Career Advisor in writing within 3-days of the occurrence. Providers will need to also issue an updated Acceptance Form/Fee Schedule with a new start date.
If a student is:
Providers must notify the Career Advisor if the student failing or unsatisfactory status as soon as possible. If it is determined the student is unable to complete the training, the Provider will need to submit a Customer Change Notification Form.
If a student should fail to show up for training or drop out of training prior to when the student can withdraw from the program, the Provider will not invoice the local WorkSource Board for the student and will provide prompt notification using the Customer Change Notification Form.
It is the Provider’s responsibility to ensure that credentialing goals are obtained for each student The Provider is responsible for refresher assistance and schedule retesting for students who do not pass the credentialing or certification exam. WIOA pays for the student first credentialing exam.
All WorkSource Boards have computer labs available to the public that include copiers, scanners, computers, language lines, and staff to support.
The Provider agrees to invoice the WorkSource Board for services delivered based on the following schedule:
For the first invoice Training Providers must submit a signed ITA Voucher and the signed WIOAAttendance Verification Form.
For the final invoice, the Training Provider should submit the Change of Status form and proof of credential obtained by the student
WIOA pays for approved costs specified on the ETPL. WIOA will not exceed $7,000 for one year of training or $10,000 for two years of training.
No, prerequisites or developmental studies are not considered core and no WIOA funding will be provided.
Training Provider responsibility to disclose additional cost associated with training beyond WIOA funding to students. Any cost not covered by WIOA funding must be addressed and paid prior to the start of training.
WorkSource Metro Atlanta will complete performance outcomes monitoring and physical site visits annually. The performance outcomes will be completed by program and will include completion rate, credential attainment rate, employment rate and average wage at placement. Providers will be given an opportunity to review outcomes prior to public distribution.
WorkSource Metro Atlanta developed the following performance outcome metrics:
Programs that have under five participants in a previous two-year program year, will be monitored under a Training Provider’s “Programs Under 5 Participants”.
For Board of Regents and Technical College and Universities that invoice 100% of total tuition per semester must meet all four of the performance metrics
For Non-Public Providers that invoice for 70% of total tuition is payable at the participants enrollment must meet two of the four performance metrics.
