The Transportation Improvement Program (TIP) is the mechanism by which federal, state and local funds are approved for all significant surface transportation projects and programs in the region. The FY 2024-2027 TIP comprises the first four years of the 2050 Metropolitan Transportation Plan (MTP) for the Atlanta region, both of which are adopted in February 2024. As the federally recognized Metropolitan Planning Organization (MPO) for a 20-county region, ARC is responsible for developing and amending/updating the TIP and MTP to meet federal planning requirements and address local needs.
Currently, staff are compiling changes to be considered for Amendment #2 to the FY 2024-2027 TIP and 2050 MTP.
Amendment 2 Purpose
- To incorporate Congressionally Directed Spending awards from the FY 2024 federal appropriations bill
- To program recent US DOT discretionary grant funding awarded to the Atlanta region
- To implement miscellaneous project financial changes which impact fiscal constraint
All amendments require a conformity determination from the US DOT, in consultation with the US Environmental Protection Agency (EPA). This amendment is expected to receive an updated conformity determination by the US DOT and US EPA by mid September 2024. The most recent conformity determination was issued by US DOT and US EPA on May 15, 2024.
Through staff analysis and the interagency consultation process, the changes proposed by Amendment 2 were found to have no impact to the region’s air quality conformity analysis or the fiscal constraint of the ARC MTP and 2024-2027 TIP. These findings will be formally documented in Volume III: Conformity Determination Report of the MTP/TIP document set following final approval of the amendment in September 2024.

- The public comment period will run from July 5 to July 19, 2024. ARC must receive comments prior to midnight on this date to be considered in the official record of comments.
- There will be an opportunity to present comments verbally at a public hearing taking place during the Transportation and Air Quality Committee (TAQC) meeting held at the ARC Conference Center on July 10, 2024 at 1pm. A summary of all comments received during the period and responses to those comments will be presented to ARC’s technical and policy committees and the ARC Board for their consideration before taking action on the Planning Amendment.
