The Atlanta Regional Transportation Demand Management (TDM) Plan is a long-range plan that will define a strategic framework for developing and integrating TDM strategies into planning, project development and system operations investment decision-making. It is intended to build off The Atlanta Region’s Plan and provide input into the update of future regional plans and programs.

This report documents the Strengths, Weaknesses, Opportunities and Threats (SWOT) Assessment and serves as a needs assessment that can guide and inform the development of recommendations and strategies for the Regional TDM Plan.
The purpose of the regional vanpool assessment is to provide short-term recommendations for the Atlanta region’s vanpool programs and to identify issues and questions that can be addressed through long-term recommendations as part of the broader Regional TDM Plan. The report summarizes an analysis of existing programs through research and interviews, peer review and best practices benchmarking, a financial analysis of alternatives, and recommendations for next steps.

This report documents baseline conditions, policies, and programs, and services related to the delivery of TDM in the Atlanta region. It is also intended to establish a common understanding of the existing conditions to better inform future tasks associated with the Regional TDM Plan and benchmarks the existing programs, policies, and services to those in similar regions across the country.

The Technical Advisory Committee (TAC) is responsible for providing guidance and feedback for the development of the regional TDM Plan. Members of the TAC include representatives from Employer Service Organizations (ESOs), Community Improvement Districts (CIDs), transit and vanpool operators, federal, state, regional, and local agencies, and a variety of non-profits and employers. The TAC will play a key role in supporting the implementation of the TDM Plan upon its completion.
