Housing Strategy for the Atlanta Region

Metro Atlanta is growing quickly, but housing costs are rising faster than many people’s incomes, making it harder for residents and workers to find housing they can afford.

In response, the ARC is developing the Housing Strategy for the Atlanta Region, a cross-agency strategic plan that will guide a region-wide effort to address this challenge. The process will bring cities, counties, and regional partners together around a shared plan for housing across the 11-county region.

The strategy moves from data to action by using regional data and scenario analysis to help determine what types of housing needs to be built or preserved to meet current and future demand, who those homes need to serve, and where housing investments will have the greatest impact. By aligning housing with transportation, jobs, and infrastructure, the Strategy supports more affordable, stable, and opportunity-rich communities across metro Atlanta.

Housing Strategy for the Atlanta Region: Goals

The Strategy focuses on ensuring each community in metro Atlanta can work together on housing that impacts the regional competitiveness and ensures housing meets local needs. The strategy will focus on:

  • Production: More housing at attainable price points
  • Preservation: Protecting existing affordable housing
  • Stability: Helping residents remain safely housed and connected to jobs and services

Housing Strategy for the Atlanta Region: Process

  • Project Advisory Group: non-profit, for-profit, public, and community leaders from throughout the region provide advisement on the strategy
  • Focus Groups: participants workshop housing topics: funding housing across the region; innovative strategies for land and housing; setting and tracking local and regional housing goals; connecting housing to jobs, transit, and amenities; and coordinating regional strategies for housing stability and homelessness prevention.
  • The ARC Atlanta Regional Housing Summit (April 2026), convening regional leaders to align on strategy findings and next steps

Housing Strategy for the Atlanta Region: Deliverables

The strategy elements will provide the foundation for shared priorities, policy alignment, and implementation recommendations. The strategy will deliver:

  • Regional housing data and scenario analysis to define future needs and affordability gaps.
  • Clear regional and local housing goals and priority focus areas for coordinated action.
  • A regional policy framework to align local efforts, guide coordinated decision-making, and support consistent, equitable housing outcomes across the Atlanta region.
  • An implementation roadmap to translate regional goals into concrete actions, clarify roles and responsibilities, and ensure accountability and progress over time.

Timeline

The Housing Strategy for the Atlanta Region is being developed over 2025–2026.
