ARC Developing ‘Housing Strategy for the Atlanta Region’ to Address Affordability Challenges

The Atlanta Regional Commission is developing a comprehensive strategic plan, known as the Housing Strategy for the Atlanta Region – ARC, to address the region’s growing housing affordability challenges

The strategic plan will be developed utilizing data and scenario analysis to determine what types of housing need to be built or preserved to meet current and future demand, who those homes need to serve, and where housing investments will have the greatest impact.

When complete later this year, the Housing Strategy will guide action across the 11-county Atlanta region. The plan’s goals include:

  • Producing more housing at attainable price points
  • Preserving existing affordable housing
  • Providing stability by helping residents remain safely housed and connected to jobs and services.

“This strategic planning process will bring cities, counties, and other regional partners around a shared vision for housing,” said Anna Roach, ARC’s Executive Director & CEO. “The urgency is great. Housing affordability is essential to our region’s economic competitiveness and quality of life.”

Housing concerns are top of mind for residents in the Atlanta region. Housing affordability was identified as the number one concern in ARC’s most recent Metro Atlanta Speaks survey, ahead of traffic and the economy.

The Housing Strategy for the Atlanta Region is being shaped through a robust, comprehensive engagement process and activities that includes a Project Advisory Group made up of nonprofit, for-profit, public sector, and community leaders from across the region, and focus groups that will explore key housing topics.

In addition, ARC will host a regional housing summit in April 2026 that will convene regional leaders to align on findings and next steps.
