With a year or two of IIJA discretionary program award announcements now in the books, it’s possible to get a bit more insight into what contributes to a successful application beyond simply what’s defined in a Notice of Funding Opportunity (NOFO). ARC partnered with Deloitte to undertake a deep dive of eight key transportation programs, with the goal of better understanding what factors appear to increase the odds of being funded. These factors can include the type of applicant, the amount of match funding provided, current project development status, and specific scope elements.

The current set of fact sheets represent information as of December 2023. Updates will be made to each as future funding announcements are made. We hope this information helps inform the decision-making process by our local, regional and state planning and implementation partners, with the ultimate goal being more strategic and successful applications.
