Threat and Hazard Identification and Risk Assessment (THIRA)

THIRA serves to assist member jurisdictions of the Atlanta UASI understand our risks and desired level of capability. The THIRA is a three-step process : Identify threats and hazards; giving context to these risks; and establishing capability targets.
