The Dallas LCI Study Area includes historic Downtown Dallas , the future Paulding County Government Center site on Highway 278, southwest of downtown and the residential and industrial areas between Downtown Dallas and Highway 278. The LCI Plan is intended to guide downtown redevelopment in a way that will support the long term vitality of the historic downtown area. The Plan comes at a significant time as Paulding County will begin construction of a new Government Center outside of the downtown area in 2007.

Many motorists have seen a sign on I-85 near Jimmy Carter Boulevard that reads “Gwinnett Village – Next Three Exits.” Many of these motorists do not know what the sign refers to. The sign refers to Jimmy Carter Boulevard, Indian Trail Road and Beaver Ruin Road were erected a short time ago by the state Department of Transportation. The overall purpose of the Livable Centers Initiative grant application submitted by Southwest Gwinnett Community Improvement Association (SGVCIA) is to develop a master plan identifying opportunities and projects that enhance the potential for developing a smart growth/mixed use corridor along Indian Trail in the southwest section of Gwinnett County.

This report presents a brief overview of the existing transportation, land use, and market characteristic conditions found in the Indian Trail-Lilburn Road corridor study area.

This study picks up where the LCI effort left off, and addresses transportation and land use in the LCI area at a level of detail not possible previously. Concurrent with the supplemental study, the city and county, with support from the Minerva Group, embarked on a redevelopment plan for the greater North Hill Street corridor. The plan is intended to include the recommendations from this study, as well new ones.

The North Point LCI outlines a development vision for the future of the North Point Activity Center and a series of transportation improvements to sustain and enhance the area as a high-quality place for businesses, employees, shoppers, and residents. The plan outlines Three-character areas to guide future development of the Activity Center: (1) A mid-rise, walkable, mixed-use district along Encore Parkway from North Point Parkway to Westside Parkway; (2) Two higher access, mixed-use commercial centers at the interchanges of Georgia 400 at Mansell and Haynes Bridge Road; and (3) two transitional areas between the core of the Activity Center and surrounding areas.
