This report documents the Transit Circulator Study prepared for the Gwinnett County Livable Center Initiative (LCI) Project. As part of the congestion reduction component of the LCI project, this study is intended to explore options for implementing an internal circulation system to serve the movement of people between various developments within the activity center. Circulator type transit services are those designed to complement the local bus network by featuring specialized services to smaller markets. Circulators are most often designed to supplement or substitute for line-haul services, where line-haul routes may be impractical due to street patterns, building access, densities, or operating cost.
