As Chief Human Resources Officer, Ms. Benefield over sees human resources, risk management and retirement services for the Atlanta Regional Commission. She brings over 30 years of public and private sector human resources and management experience to her role. She has held prior posts as VP of Human Resources and Risk Management in the private sector, with a span of authority that exceeded 7 states and 8,000 employees.

Upon retiring from Fulton County in 2015, Ms. Benefield accepted a management position as Provider Network and Financial Services Manager for the Atlanta Regional Commission’s Aging and Health Resources Division, where she was responsible for providing financial management, contractual and compliance oversight of senior services for to a 10-county region; managing a $30M budget comprised of federal, state, and other appropriated funding. After one year, Ms. Benefield was promoted to Director of HR/Talent Management, directing all human resources and retirement functions. She has served in this role for 6 years.

During her 20-year career at Fulton County Government, Ms. Benefield held mid-to-senior management positions in nine (9) of Fulton County Government’s largest and most complex departments. She has a proven track record in change management, resource management (human and capital), strategic partnerships, alliance, and coalition building. These unique qualifications provide for an in-depth knowledge of inter-workings of government, which are critical to the development of strategies and measurement of performance.

Ms. Benefield ended her career in Fulton County as Interim Director of Aging and Youth Services, where she oversaw a 30+million-dollar budget, 19 senior facilities, and approximately 330 employees. Prior to this appointment, she served as Assistant Director for Fulton County Facilities & Transportation Services, overseeing financial services, human resources, contracts administration & procurement, information technology, customer services, safety and risk management, policy administration, and professional development for 300 plus employees.  She provided administrative support to 5 business operation centers, to include Roads, Transportation & Logistics; Building Construction; Aviation Operations; Building & Operations Management; and Acquisition Management.

Ms. Benefield also held executive level positions in the Office of the Clerk of Superior Court, as Chief Deputy Clerk overseeing human resources, finance, contract and procurement administration, passport operations and appeals, and exparte’ filings. She served as Chief Human Resources Officer for the Sheriff Department, overseeing 1300+ employees and all facets of human resources. Ms. Benefield has had financial responsibility for over $60 million dollars in operating and capital budget resources and provided dual financial oversight for Bond Projects totaling over $278 million.  As a public administrator with a broad range of experience in local government, she was responsible for strategy development, organizational leadership, and accountability for complex programs aligned with the mission and policy framework. Ms. Benefield’s years of experience has provided the foundation necessary for her role at ARC.
